Carriers that have paid for a permanent BOC-3 are only required to undergo BOC-3 filing again if there has been a change in company name, address, or ownership.
What Is a BOC-3 Filing?
A BOC-3 filing is a requirement for transportation companies to designate a process agent in every state to accept legal documents on their behalf. The Blanket of Coverage (BOC) is mandatory for Motor Carriers, Brokers & Freight Forwarders before their operating authority will be granted by Federal Motor Carrier Safety Administration (FMCSA).
Can I File My Own BOC 3?
Per FMCSA “Only a Process Agent, on behalf of the applicant (motor carrier), can file Form BOC-3 (Designation of Process Agents) with FMCSA. A Broker or Freight Forwarder applicant without CMV (commercial motor vehicles) can file Form BOC-3 on their own behalf.”
